Leave goes wrong when it lives in three places: a policy tab, a chat approval, and a sheet someone updates on Friday.
A useful first week is narrower than a new culture program. One type of leave. The people who approve it. A balance the employee can open.
If Syria and the UAE both appear in the same hour, split them. Leave rules are not a shared paragraph.
